中心简介

1993年5月30日经世界气象组织(WMO)第45届执行理事会批准,在南京信息工程大学(原名:南京气象学院)成立世界气象组织南京区域培训中心,(WMO RTC Nanjing)并于1994年挂牌。2012年,联合国亚太经社会/世界气象组织台风委员会第44次届会议将南京区域培训中心指定为台风委员会唯一的培训中心。

在世界气象组织、中国商务部、国家国际发展合作署、中国气象局等领导单位的大力指导与支持之下,培训中心的国际培训规模不断扩大。截至2020年12月,中心已举办185期多、双边短期培训班,4,000余名学员来自全球158个国家和地区,其中包括11位学员担任所在国的气象局局长。众多学员回国后成为各自部门的骨干技术力量或负责人。目前南京区域培训中心已成为WMO各区域培训中心中规模最大、最为活跃的成员之一。

南京区域培训中心多次获得世界气象组织和各学员所在国气象部门的嘉奖和赞许。自成立以来,世界气象组织数任秘书长、主席、副秘书长、教育培训司司长等均数次莅临指导工作。世界气象组织秘书长佩蒂瑞·塔拉斯(Petteri Taalas)先生于2015年12月来访期间,寄语中心继续为世界气象事业做出更大的贡献;副秘书长埃琳娜·马娜昂科娃(Elena Manaenkova)女士、助理秘书长张文建先生近年来多次来访并指导中心工作。

南京区域培训中心自1990年起开始举办各类气象国际培训班。我们全力服务气象行业人力资源建设,面向全球,特别是发展中国家和最不发达国家开展气象业务培训。我们依托南京信息工程大学大气科学“双一流”学科建设的优质师资队伍,实现国际培训工作的前沿化、国际化、专业化。紧跟世界气象行业的热点问题、围绕世界气象行业发展重点领域,将培训领域从传统领域拓展至气象预报与服务、防灾减灾、气候变化与可再生能源、气象管理等四个大类多个领域。我校的国际培训已经形成“航天航空---大气科学---海洋科学---水文气象----地震地质”纵向延伸、“防灾减灾—气候变化—新能源技术—管理科学”横向拓展相结合的立体式、综合性教育培训体系。

中心还先后举办/承办了“WMO执行理事会教育培训专家组会议”、“第十届世界气象组织教育培训大会”、“世界天气研究计划定量降水预报国际学术研讨会”、“各国气象水文局培训机构领导人常务委员会协调委员会会议”、“沿海多灾种早期预警系统协同的标准业务程序项目研讨会”、“世界气象组织气候服务信息系统研讨会”、“发展中国家气象行政官员高级管理研修班”、“世界气候研究计划---极端气候事件与灾害风险管理高级讲习班”等大量高级别的国际会议/研修班,是中国气象教育界服务全球气象事业,推进国际气象学术业务交流研讨的重要平台,扩大了我国气象事业以及气象教育培训国际影响力。

Approved by the 45th session of WMO Executive Council on 30 May 1993, Regional Training Centre Nanjing was established with the facilities of Nanjing University of Information Science and Technology (formerly known as Nanjing Institute of Meteorology), and was inaugurated in 1994. In 2012, NUIST was appointed the sole training centre of the UNESCAP/WMO Typhoon Committee in its 44th session.

The recent years have seen the fast growth of RTC NJ’s training programs as it enters collaborative mechanisms with sponsorships from WMO programs, Ministry of Commerce of China (MOFCOM), China International Development Cooperation Agency (CIDCA) and China Meteorological Administration (CMA), and NMHS partners. Up to December 2020, RTC Nanjing has hosted almost 4,000 participants with its 180+ bi- and multi-lateral training events. On our trainee list are 11 heads of national meteorological services and numerous scientific, operational and technical officers from 157 countries and regions. We are proud to say that RTC Nanjing is now among the most active members in WMO educational and training network.

The accolades NUIST’s international training received have enabled it to appear on the visiting itineraries of WMO leadership, Program directors and officers. Dr. Petteri Taalas (SG of WMO), thanked NUIST (RTC Nanjing) for “its excellent work to promote high-level atmospheric science and meteorological and hydrological services in China and world-wide”, and “looks forward to very close cooperation between WMO and NUIST in the coming years” during his visit to NUIST in 2015. The visits of Dr. Elena Manaenkova (deputy SG), and Dr. ZHANG Wenjian (assistant SG) have greatly deepened our collaborative efforts in education and training.

From the very first training it hosted in 1990, WMO RTC Nanjing has been fully committed to capacity-building of meteorologists from NMHSs across the world, especially those from developing and least developed countries. Training programs of RTC Nanjing tap the quality educational resources from NUIST and fully take into account the priority areas of capacity building within WMO framework, and cater to the needs of meteorological services of the target trainee communities. The three-decade’s commitment has staged a panorama of training topics across an extensive spectrum from forecasts and public services, to disaster prevention and reduction, to climate change and renewable energies, and to administrative and operational management.

WMO RTC Nanjing also plays as an important platform of academic and scientific exchanges. On the Centre’s conference service agenda have been the 10th WMO Symposium on Education and Training (SYMET-10), the 3rd WMO International Conference on Quantitative Precipitation Estimation-Quantitative Precipitation Forecasting and Hydrology, Coordinating Committee Meeting (COCOM) of SCHOTI, WMO International Workshop on Climate Services Information System Operations and Coordination, Training Workshop on Synergized Standard Operating Procedures (SSOP) for Coastal Multi-hazards Early Warning System, High Level Dialogue on Governance and Management of NMHSs in Developing Countries, WCRP Institute of Advance Studies in Climate Extremes and Risk Management, and a lot more high-level international events.

As a collaborative mechanism of promoting competence enhancement, and facilitating academic and operational exchanges and dialogues in meteorological education, researches and operations among WMO members, WMO RTC Nanjing is seeking for greater contributions to WMO Global Campus Initiative as a regional hub of training and educational resources.
